Ah, your first cell phone mission. You can only get this once you finish the third lawyer mission with the chef and get the cell phone.
This is a case of mistaken identity. When you get the call and go to the phone, you are called "Mr. Teal" and are told you did a good job eradicating the out of towners. They have more work for you, the instructions are taped under the phone.
Carl Perzon is a pizza delivery guy. You have to kill him before he makes 50 deliveries. I.e. it's sort of a timed mission. Grab a fast car and chase the yellow dot, running it over tons. When you've run him over enough, you'll finish the mission.
