OK, now you get to meet Kenji, the male half of the Yakuza world. He runs the casino.
You have to steal a cop car to rescue a yakuza guy.
Steal a cop car on the street. Should be easy. Now you have to rig it with a bomb. Do so at 8-balls'. Now go to the police station. Get in and meet him - take the enforcer to get out again.
There's a bribe in alley so now you're down to 2 stars. Get back down to 0 (at your home base is easy) before you can take him to the dojo. Once you're safe, the spot appears.
