Hand Raised Bin Budgies

I have this pet store near my house, and the parakeets are in the bin. If they are hand raised, I can get one, right? But what if they are in the bin with other birds and they are hand raised? Won't they think that humans are scary and birds are not?

I really have never heard of someone taking a hand raised budgie and then sticking it into a bin. That would be completely undoing the work of the hand raising. But if it's really just a temporary location that the birds are only in for a day or two, ask for the newest bird so that it had the least amount of time in with the other birds.
