Keet is All Puffed Up

We have a Parakeet who is about 5 years old and for the past 10 days or so he has been sitting on his perch all puffed up and at times with head turned around into his back. He has been eating and drinking just fine. His stool is most of the time black & white, however, periodically it has some green to it. We thought that maybe he was cold, but we have the temperature in the house at 73 degrees and have a small 7 watt light fastened in the cage with a cover around half the top and around the back. Have any ideas or suggestions, they will be appreciated.

It does seem odd for your keet to just sit there like that, I would take him to a vet and see what might be wrong.
