Keet Losing Feathers

I have a four month old male budgie named Sylvester, he has been losing some down feathers and regular feathers of every size. I think he is just moulting but how can you tell if Sylvester is moulting or plucking his feahters? And if he is plucking his feathers how can I make him stop?

You can't make a keet stop pulling out its feathers, but keets of course don't do that normally. It would be a sign of illness or stress. I would keep a close eye on your keet and see if you actually see any feather pulling going on. But in either case, if it goes on for more than say a week or two, I'd go to a vet to find out what the cause might be.
