New Feathers or Mites

I received my parakeet Gus, about a week ago from a pet store (budgie bin). He's still fairly young (no irises yet) and I noticed something lately...he is getting these little white spots (especially near his head)..they almost look like new feathers coming in? But Im not sure since I dont know what new feathers look like. Im thinking this would make sense since he's a fairly young bird...Im just afraid they could possibly be mites...Im thinking not, he's pretty active and happy and chirps pretty often, so he seems healthy..Could you give me an idea of what new feathers look like, or what mites might look like?
