Poop Collecting on Tail

My parakeet has had his waste accumulating under his tail. Hard clumps of waste are building up. This makes him less energetic and makes him frequent the bottom of his cage. I clean him w/ warm, wet paper towels and let him bathe in my sink, yet he is not interested. His diet has not changed. After I clean him, he is more energetic and 'playful' and his appetite is strong. But about two days later, the accumulation is back. What can cause this, and how can I remedy it?

That's sort of unusual, usually poop is relatively dry and does not cling to the keet like that. I would take him to a vet to find out why this is happening, maybe the keet is sick and some medicine would get his poops back to normal.
