Birds don't chirp constantly, they chirp when they feel like it :) If I play music they might chirp along, or for example they are chirping contentedly to themselves asthey sort of sleep. But it's not like they chirp 24 hours a day, any more than a cat purrs 24 hours a day. It's just something they do sometimes.
All birds love baths but you shouldn't force him to take one. Just have the bathtub with fresh water out somewhere that he can get to it easily. For my birds I have the tubs on top of their cage. That way when I take them out of their cage they go up there, splash around, and then go up to the curtain rods to dry off.
