I think what you were curious about is if a lit candle can somehow harm a parakeet :) Well the obvious answer is yes, if the keet flies near the flame, they will literally burn up and die in seconds. They are very flammable. So never, ever, have any candles lit when a keet is out of its cage. If a keet is IN its cage, and you're in the room watching, then it shouldn't be too bad - as long as there isn't a heavy fragrance in the candle. Keets have little tiny lungs and are sensitive to things like incense in the air. So if it's a thick, smoky, fragranced candle, I would keep it far from the keet.
