When to Begin Hand Training

I just bought a "Bin-o-budgies" from petco. I read all of your information about parakeet care, etc. I know it'll takes a while for the bird to trust me but I love it and want to be freinds. It doesnt seem to trust me, tho, I mean, I can understand, since the last human hand it came into contact with placed a net over it, pulled it away from her freinds, and put her in a box. But can you please tell me how long it should take for the bird to trust me and want to come near me? I give it fresh food and water everyday, bought it a new toy, play it music, keep it in a room at a comfortable temp. where it gets lots of attention and can, for now, visually learn and explore until it is safe to let it out. But not til I hand train it will I let it out. My family and I especially like to talk to and it seems to adjust pretty well and likes to show off, it looks like. But please tell me how long it should take before she will trust me and I can start handtraining her.
