LOL that is what we call those giant cages that you often find in pet stores that are just FULL of budgies all flying around and hopping on each others heads. These are NOT tame budgies you are looking at, and most of the time they aren't even infants. If you look at their foreheads, often the budgies in these tanks have lost all their stripes. And no wonder, there are like 30 or more budgies in these cages and a hand reaches in and drags one out occasionally. Birds could be lost in that maelstrom for months and months before they are chosen. "The Claw Says Who Will Stay and Who Will Go".

In any case, that's not the best way to get a budgie that has a good chance of being tame and thinking of YOU as their flock. They're already trained that piles of budgies are their flock, and that they should act like budgies and talk like budgies. For you to untrain them and re-train them to be part of your 'human flock' will be an undertaking. If instead you get a hand-raised budgie, that was raised to see humans as its flock, you usually get them already ready to sit on your finger and talk to you.
