Shy Outgoing Parakeet Pair 2

I'm 11 years old, i have a really really shy scared parakeet i also own 1 the other parakeet this one is very very outgoing, but the thing is that i cant get the other on to trust me and i handel him alot how do i make him less scared and make him more outgoing.

I think you missed that I answered this exact same question before :) All parakeets have distinct personalities. Yes, you can hand train all parakeets with time, effort and love. But can you "make" a parakeet outgoing? Heck can you "make" a person be outgoing?? Some people are shy! Some are naturally talkative. The same is true of parakeets. One of THE most important things you can possibly learn in life is that living creatures are the way they are. You learn to love them the way they are. The moment you start trying to force people OR animals to change to suit your whims, you're going to be miserable.
